The Holloway Administration has published five new policies applicable to faculty with an effective date of December 17, 2025. These five policies are:

If you have not read these policies, you should. The policy links sent to the faculty by the Provost are at the bottom of this newsletter. It is not known who in the Holloway Administration drafted the policies, but they are from the Administrative dark side. Faculty can decide for themselves.
The policies were first forwarded on Tuesday, November 4, 2025, by the Provost Office to the Faculty Senate Executive Committee (Senate Exec) and to the Faculty Senate Rules and Regulations Committee, However, under Ohio law, these two bodies have no legal authority to approve or disapprove the policies. The UT-AAUP was not advised of the policies before they were presented to the Faculty Senate. The UT-AAUP leadership first read the policies after they were released online.
These policies, including any amendments or additional policies by the Holloway Administration, are NOT applicable to the UT-AAUP CBAs which are in force until June 30, 2027. This is in accordance with the language contained in SB-1 under the section heading ORC 3345.455 -Collective bargaining of workloads, faculty evaluations, and tenure which reads:
With respect to a collective bargaining agreement entered into on or after the effective date of this section, both of the following apply to the standards, policies, and systems adopted under sections 3345.45 to 3345.454 of the Revised Code:
(A) Notwithstanding section 4117.08 of the Revised Code, the standards, policies, and systems are not appropriate subjects for collective bargaining.
(B) Notwithstanding division (A) of section 4117.10 of the Revised Code, the standards, policies, and systems prevail over any conflicting provision of a collective bargaining agreement.
Our CBAs were entered into prior to the effective date of SB-1 and are not subject to SB-1 and the five policies. Our CBAs are in place through June 30, 2027.
The Provost has scheduled a series of feedback sessions “to gather faculty input as we consider revisions to the draft policies.” Three sessions are scheduled and the UT-AAUP encourages UT-AAUP faculty to attend at least one session. These sessions are:
- Wednesday, Nov 12th 4:00 – 5:30 p.m. in Room 0129 Stranahan Hall | Main Campus
- Monday, Nov 17th 7:30 – 9:00 a.m. in Room 103 Health Education Bldg | Health Science Campus
- Monday, Nov 24th 12:00 – 1:30 p.m. in Room 0129 Stranahan Hall | Main Campus
The UT-AAUP Executive Board and the UT-AAUP legal counsel are reviewing these draft policies. We note that the policies propose changes to the CBAs not set forth in SB-1.
There will be more newsletters and membership meetings after the Provost’s first session this Wednesday, November 12th.
